In Maryland, patients are not required to submit an application for medical marijuana, nor are patients issued medial marijuana registration identification cards. State-level penalties for possessing cannabis have been removed for patients suffering from a qualifying, debilitating medical condition who receive written recommendation from a licensed medical health care professional. The state is in the process of developing a program for patient registration.

Qualified patients with a valid physician recommendation will have a defense against criminal prosecution if he or she posses up to one ounces of usable marijuana.
